Prof Baral attends 38th ISO/TC 130 meet in Seoul

The 38th plenary meeting of ISO TC 130 and its various working group (WG) meetings were held on 2-6 December 2024 in Seoul, Republic of Korea. The Technical Committee, MSD 06 Graphic Arts Technology Sectional Committee, MSD, Bureau of Indian Standards (BIS), Government of India, is the corresponding National Mirror Committee for ISO/ TC 130.

Prof Anjan Kumar Baral, the chairman, of MSD 6, under the financial assistance of BIS, attended the meeting in the capacity of head of delegation of BIS India. He actively participated in discussions and deliberations during the various working group (WG) meetings and expressed India’s strong viewpoints on different issues related to various international standard devolvement, formulation and adoption activities related to ISO/TC 130, graphic technology.

The ISO Technical Committee ISO/TC 130 Graphic Technology covers all phases of the process, where graphic elements (image, text, line art, pattern and others) are created, manipulated, assembled, communicated, and finally delivered electronically as digital products or physically to substrates using inks, toners and other marking or functional materials, and finished as demanded by the end applications. 

There are 21 countries under the category of P (primary) members in ISO/TC 130 and 23 countries as O members. BIS India is in P member bracket along with Australia, Austria, Belgium, Brazil, China, France, Germany, Indonesia, Israel, Italy, Japan, Republic of Korea, The Netherlands, Romania, Russian Federation, Spain, Sweden, Switzerland, the UK, the US and reserves the right to vote during the plenary meeting, whereas O member countries are not allowed to vote on any resolutions in the meeting. 

A total of 118 International Standards are assigned to ISO/TC 130 working groups (WG 1:5, WG 2:38, WG 3:22, WG 4: 20, WG 5:6, WG 6: 1, WG 7: 5, WG 8: 1, WG 9: 1, WG 10: 2, WG 11: 5, WG 12:3, WG 13: 3, WG 14: 4, and WG 15:1). 

At present, there are four preliminary work items (PWI) are under the standard development stage; graphic technology — requirements for communication of environmental aspects of printed products — Part 3: textile printing, graphic technology — test method for high-speed inkjet presses to identify a set of paper parameters for predicting their print image quality, graphic technology — design and layout of documents, and graphic technology — process control for the production of half-tone colour separations, proofs and production prints — ISO 12647 Part 10: packaging rotogravure printing. 

“All these new printing standards were discussed in detail,” Baral said. “Soon, after the publication by ISO/TC 130, these new standards will benefit the printing industry at large.”

He also said that during the different working group (WG) meetings and plenary meeting, valid comments, observations and suggestions were pointed out from BIS towards the various printing international standards that were discussed during the meeting. 

“A strong presence of BIS was appreciated on the international platform and members of various WG welcomed India’s active participation during discussion and deliberation,” Baral said, adding, “In the coming years, this will help MSD 6, BIS India to prepare and submit new proposals for standard development at the ISO level. Successful networking with the ISO/TC 130 chairman, convenors, delegates, and experts will be helpful to MSD 6, BIS India to expand its participation in the development, evaluation, and discussion of printing standards in the coming years.”
